Mayor McMenamin called Stafford Township Reorganization Meeting to order with the salute to the Flag and the reading of the Open Public Meeting Statement. TIME: 7:05 PM

OPEN PUBLIC MEETING STATEMENT: “THIS MEETING COMPLIES WITH THE OPEN PUBLIC MEETINGS ACT BY ADOPTION OF A RESOLUTION SETTING FORTH MEETING DATES FOR 2010. NOTIFICATION AND PUBLICATION OF THIS MEETING WAS GIVEN TO THREE LOCAL NEWSPAPERS, THE MANAHAWKIN NEWSPAPERS, THE PRESS, THE ASBURY PARK PRESS AND POSTING OF SAME ON THE MUNICIPAL BULLETIN BOARD.”

ROLL CALL: Corbett, Fessler, Kusznikow, Rutkowski, Sitek, Spodofora, McMenamin, present.

Mayor McMenamin asked for a motion to waive Resolution 2010-57 authorizing the convening of an Executive Session. Motion to waive the Resolution for an Executive Session was made by Mr. Spodofora, seconded by Ms. Sitek. RCV: All in favor – aye.

PROCLAMATIONS

Councilwoman Corbett read the proclamations honoring volunteers, office staff and Rita Parker for their dedicated service and volunteer work regarding the Stafford Township/ PBA Joint Toy Drive 2009.

Councilman Steve Fessler commented that many of the local businesses went out of their way to help by donating turkeys for the community and would like to have the businesses recognized at one of the council meetings. Mayor McMenamin stated that he would have someone contact Mrs. Parker in regard to this issue.

RESOLUTION 2010-01

RESOLUTION OF THE TOWNSHIP OF STAFFORD, COUNTY OF OCEAN, STATE OF NEW JERSEY, APPOINTING JOANNE SITEK AS PRESIDENT OF COUNCIL

Motion to adopt was made by Mr. Rutkowski, seconded by Mrs. Corbett. RCV: Corbett, yes, Fessler, no, Kusznikow, no, Rutkowski, yes, Sitek, yes, Spodofora, no and Mayor McMenamin, yes.

Township Clerk Bernadette M. Park gave the oath of office to Council President Joanne Sitek.

OCEAN COUNTY 2010 COMMUNITY BLOCK GRANT HEARING

First Public Hearing – Administrator James Moran

Notification of this 1st public hearing was given to the Manahawkin Newspapers. This 1st public hearing was published on December 17, 2009.

At this time, Mr. Moran announced that this would be the first public hearing on the Ocean County 2010 Community Block Grant. He stated that every other year municipalities in Ocean County are awarded these grants through the county. This year is Stafford’s turn in the rotation and the grants in previous years has been about $40,000. Stafford has elected on most occasions if they had been awarded the grant to utilize it for the purpose of Dial A Ride to pay for salaries associated with the Dial A Ride bus service. At this time, Mr. Moran asked for any suggestions from the public other than the Dial A Ride bus service, is there any other project that the public would like to pursue with this grant, Mr. Moran would like those suggestions either this evening or within the next two weeks for consideration by the Mayor and Council so that if there is anything else that would be pursued, the application could be done by early February If the public has any suggestions for any project that they would like to pursue, please contact the Administrator’s office. At this time, Mr. Moran asked if the public would like to speak on this issue?

Mr. Spodofora asked Mr. Moran if he could outline some of the items that the township considering? Mr. Moran replied that the only item that he looked at was what the grant was used for in the past which was Dial A Ride service.

Joan Williams, 200 Timberlake Road, is in favor of using the grant for Dial A Ride.

Motion to close the 1st public hearing and comments on the 2010 funding application by the Township was made by Mr. Fessler, seconded by Ms. Sitek. RCV: All in favor – aye.

2nd Mandatory Hearing will be scheduled for the January 19, 2010 Council Meeting.

RESOLUTION OF THE TOWNSHIP OF STAFFORD, COUNTY OF OCEAN, STATE OF NEW JERSEY, APPOINTING MEMBERS TO THE VARIOUS BOARDS AND COMMISSIONS FOR THE TOWNSHIP OF STAFFORD

At this time Mr. Spodofora said that he wanted to discuss this resolution before it is adopted. In reviewing the Resolution, Mr. Spodofora stated that there are five people being replaced at a critical time. Mr. Spodofora also said that the Planning Board is losing a tremendous amount of experience with these changes. He also said that he would rather see this done over a gradual process, so there is still not a huge change at one time. Mr. Spodofora also said that he did not see a councilmember listed as one of the members. Mayor McMenamin replied to Mr. Spodofora that there is and it would come up later. Mayor McMenamin added that two council members have expressed an interest in serving on the Planning Board. Mr. Spodofora said that his concern is with the Master Plan and some of the detailed and difficult issues of the Planning Board. Mayor McMenamin said that he does not believe that the Planning Board can phase in new members. He also said that the changes were made to bring new ideas to the board. The added that this is a diverse group of appointees and they will bring new blood, new ideas and a spark to the board. Among the residents that are members of the Planning Board are two local business owners.

Motion to adopt Resolution 2010-49 was made by Ms. Sitek, seconded by Mr. Rutkowski. RCV: All in favor – aye. Fessler abstained. Spodofora, no.

RESOLUTION 2010-50

RESOLUTION OF THE TOWNSHIP OF STAFFORD, COUNTY OF OCEAN, STATE OF NEW JERSEY, APPOINTING DETECTIVE LIEUTENANT JOSEPH GIBERSON, HEIDI MICHEL AND JOSEPH GIBERSON, JR. AS DEPUTY COORDINATORS FOR THE EMERGENCY MANAGEMENT SERVICE COUNCIL FOR THE TOWNSHIP OF STAFFORD

Mr. Spodofora said that the reason he asked for Resolution 2010-50 to be pulled is simply to ask Mayor McMenamin if he would consider an amendment to Resolution 2010-50? Mr. Spodofora has spoken to two police officers one being Michael Guadalupe and Officer Fessler who are duly qualified as deputy coordinators. Mayor McMenamin doesn’t feel that the Police Department should not have the majority of the Deputy Coordinators.

Bill Gee, 212 Lakewood Ave., commented that the township should keep what they have. The township already have two police officers that are already trained and should be used as Deputy Coordinators. The Emergency Management is well rounded and the township should move forward with what is already in place. After a lengthy discussion, Mayor McMenamin asked for a motion to adopt Resolution 2010-50.

Motion is to adopt this Resolution as amended to allow for two additional people in each category as designated by the Mayor. This motion was made by Mr. Spodofora, seconded by Ms. Sitek. RCV: All in favor – aye. Fessler abstained.

Mr. Fessler asked the Mayor that there was one issue that was removed from the consent agenda that Mr. Spodofora asked for and that was to appoint a council person to the Planning Board. Kathleen Corbett made the nomination for Councilman Rutkowski to represent the governing body on the Planning Board, seconded by Ms. Sitek. RCV: All in favor – aye. Fessler, Kusznikow and Spodofora abstained.

COUNCIL COMMENTS

JOHN SPODOFORA
Mr. Spodofora received some phone calls regarding the snow storm. If anyone has any questions to please contact the Police Department or the Department of Public Works. He also commented that there has been a large number of inquiries regarding the Fertilizer Ordinance. He also went over the Stafford Fire Company report for the end of 2009. Mr. Spodofora also advised the council on the refurbishing of truck 4715 which will hopefully be completed by the end of 2010.

At this time Mr. Spodofora asked if Mr. Moran could look into putting markers on all the fire hydrants. Mr. Moran answered him by stating that all the fire hydrants have markers on them. Mr. Moran added that they are looking into putting markers on top of the manhole covers to help the Public Works during snow storms while they are plowing.

JOANNE SITEK
Ms. Sitek reported on the Recreation Dept. The Ocean County Health Department will sponsor a H1N1 vaccination clinic at the Ocean Acres Community Center on January 7th from 4:00 PM until 7:00 PM. For more information, contact the Ocean County Health Department.

Stafford Recreation Pre-School Program registration will be held on Thursday, January 21st at the Ocean Acres Community Center at 10: 00 AM. This seven week program will begin the 2nd week in February. All program information can be found online along with the children’s winter newsletter detailing all recreation program information. The Stafford Township 2010 Municipal Calendar was mailed to all Stafford households this past week. If you did not receive the calendar or need additional copies to stop by the Recreation office or call Betti Anne at 597-1000, ext. 8557.

The Stafford Township Health and Senior Advisory Committee will meet on Friday, January 8th at 10:00 AM. This committee brings together area seniors and health/senior professionals. If interested in serving on this committee or need information to please call the Recreation Dept.

The Stafford Township Founders Day Committee will meet on January 28th at the Municipal Building at 6:30 PM. Volunteers are always needed. Anyone wishing to help please call the Recreation office.

Ms. Sitek said that she would like to ask two questions to Mr. Moran. The first question is that from the governing body’s last meeting, there was a discussion about land purchases in the past year or two that totaled over 7 million dollars and she was told that this was a County situation and her question was is Stafford Township paying for the bond or is it really a County situation. Mr. Moran replied to Ms. Sitek that there are really two purchases involved. The first purchase is for Beachview LLC which is the land that adjoining Atlantic Hills in between Ocean Acres and Atlantic Hills. The other is the Clayton parcel which Mr. Sorce has talked about on several occasions. The township has not taken possession of Beachview LLC, there is a contract negotiated and that was for 1.95 million dollars. The Clayton parcel was approximately 5 million dollars and that is immediately to the north of the high school by the St. Mary’s Cemetery running all the way out to the parkway. The Ocean County Natural Lands Trust did not purchase, the cost will be absorbed by the township for the Clayton parcel. Mr. Spodofora said the normal process is that the township purchases the land and the Lands Trust reimburses the township. Ms. Sitek did ask once again that the township is paying for this but will be reimbursed. Mr. Spodofora replied that the Lands Trust will reimburse the township and that was what was told to him.

At this time Mayor McMenamin asked Mr. Moran what is the amount spent from the last snow storm? Mr. Moran replied $216,000. He added that the Governor did not call for an Snow Emergency to be able to submit to FEMA for help.

Ms. Sitek asked Mr. Moran if he could at the next meeting report to the Governing Body a financial sheet to show how money was saved.

PUBLIC COMMENT

Mayor McMenamin opened public comment

Joan Williams, 200 Timberlake Dr., was in attendance on the special meeting on 12/28/2009 and she was quite surprised that she received the new calendar. Ms. Williams also stated that Greg McNally was in the calendar as the Emergency Management Coordinator. Mayor McMenamin explained that he has a three term and it won’t be up until December 2010.

Eileen Zawicki, Lillian Lane, asked for a clarification of snow removal since her street has quite a few of elderly people. These elderly people have a hard time shoveling and also have very long driveways. Mr. Moran answered saying that the township would not shovel for anyone. In the event of a emergency, the township will send not only emergency vehicles but if necessary could get access to the home. Necessary manpower equipment would be sent there to get access to the home in the event of an emergency. Ms. Zawicki asked if the water surcharge be done in 2011? Mayor McMenamin replied that it will not go on past 2011.

Sharon McKenna, 314 Privateer Road, stated that she is at the meeting tonight to give a public service announcement for her fellow salt water anglers. On January 1, 2010 the Federal Salt Water Angler registry went into effect for the free Federal Registry which is mandatory for all salt water anglers in the United States with certain exceptions. Those exceptions include if you already possess a highly mitigratory species. To register call 888-673-7411 or register on the web www.countmyfish/noaa.gov.

John Rodgers, Barnacle Dr., received calendar and asked if the town always sent one out. Mayor McMenamin replied that a newsletter was sent out every year. Mr. Rodgers said that it is a beautiful calendar and the township is all about saving money but inquired as to how much this calendar cost? Mr. Moran stated that the township was able to do these calendars within the same budget as the newsletters. The Recreation Department worked diligently on it to keep the cost down and they were responsible in previous years for the newsletters. Mr. Rodgers asked that when Public Works remove leaves in front of everyone’s homes it seems very archaic when they do it. The Saturday after Thanksgiving there were three men opening the bags, taking the leaves out and transferring them to a truck. Mr. Rodgers said that in other towns they have vacuums that suck the leaves up. Mr. Rodgers asked if this would be a cost saving measure that the town could investigate and eliminating three men doing the job of one. Mr. Rutkowski replied that he had spoke to Ron Cop, the Public Works Superintendent, and the reason that it is not vacuum up is that there is large amounts of dirt and debris which holds large amounts of contamination. Mr. Rodgers asked about the possible skating rink and whatever happened. Mr. Moran replied that the private investor pulled out. Mr. Rodgers then went on to thank Messrs. Spodofora, Fessler and Kusznikow for their no vote regarding the paid position of the Emergency Management Coordinator. Some residents were heard through the “no” vote.

There being no further public comment from the audience, Mayor McMenamin closed the public comment portion of the meeting.

Motion to adjourn the January 5, 2010 reorganization meeting was made by Mr. Rutkowski, seconded by
Mr. Fessler.
