Two Subjects Arrive At Police Headquarters In A Stolen Uhaul; Arrested
Stafford Township, NJ – On March 19, 2026, a male subject arrived at the Stafford Township Municipal Complex operating a U-Haul truck and parked in the public lot. The individual, identified as Dominic Joa (28 years old of Washington Street in Toms River), then went inside to handle personal affairs with the Stafford Township Police Department. Moments after he departed the area, police received information that the vehicle he was operating had been reported stolen on the same day by the Toms River Township Police Department.
Patrol officers quickly located the stolen vehicle traveling on Route 72 westbound. A felony motor vehicle stop was conducted in the vicinity of Wendy’s which resulted in the apprehension of Joa along with a second individual, Eliangel Perez (24 years old of Hooper Avenue in Toms River), who was also associated with the incident.
Both individuals were transported to police headquarters, where the Stafford Township Police Department Detective Bureau and the Toms River Township Police Department Detective Bureau conducted a follow-up investigation. During the course of the investigation, it was determined that the suspects possessed the U-Haul vehicle from a rental center in Toms River, New Jersey and attempted to enter multiple U-Haul facilities throughout southern New Jersey with criminal intent. In addition, the suspects possessed stolen credit cards and identification cards. As a result of the investigation, Joa was charged with one count of 3rd degree receiving a stolen motor vehicle in violation of N.J.S.A 2C:20-10.2A and one count of 4th degree credit card theft in violation of N.J.S.A 2C:21-6C(1). Perez was charged with one count of 3rd degree receiving a stolen motor vehicle in violation of N.J.S.A 2C:20-10.2A. Both subjects were lodged in Ocean County Jail to appear in Ocean County Superior Court. Detectives Nicholas Racanelli and Zac Halliday were the investigating officers.
As a reminder, the Stafford Township Police Department does not release arrest photos of defendants. All individuals are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

Two Arrested In Credit Card Fraud Investigation
Stafford Township, NJ – On March 25, 2026, the Stafford Township Police Department Detective Bureau concluded a credit card theft/fraud investigation that occurred at Home Depot located at 197 Route 72 in Manahawkin, NJ between late February and early March. As a result of the investigation, Charles Markey Jr. (51 years old of Nugentown Road in Little Egg Harbor) was placed under arrest on scene during the execution of a residential search warrant, pertaining to an unrelated case, conducted by the Stafford Township Police Department Drug Enforcement Unit, Stafford Township Police Department Detective Bureau, Little Egg Harbor Township Police Department Drug Enforcement Unit, and the New Jersey State Police Crime Suppression Unit. Markey was ultimately charged with one count of 3rd degree fraudulent use of a credit card in violation of N.J.S.A. 2C:21-6H, one count of disorderly persons possession of stolen property in violation of N.J.S.A. 2C:20-7A, and one count of disorderly persons theft by deception in violation of 2C:20-4. The charges were approved on a criminal complaint warrant, and Markey was transported to Ocean County Jail.
On March 27, 2026, the Little Egg Harbor Township Police Department apprehended an additional suspect in reference to this investigation, Michael A. Mele (35 years old of Nugentown Road in Little Egg Harbor). Mele was ultimately charged with one count of 4th degree credit card theft in violation of N.J.S.A 2C: 21-6C(1), four counts of 3rd degree fraudulent use of a credit card in violation of N.J.S.A 2C:21-6H, and four counts of 4th degree theft by deception in violation of N.J.S.A 2C:20-4. The charges were approved on a criminal complaint warrant and Mele was transported to Ocean County Jail. Detective Zac Halliday was the investigating officer.

Stolen U-Haul Arrest Leads To Fraud Charges
Stafford Township, NJ — On Saturday, March 7, 2026, at approximately 3:48 a.m., Patrolman Ryan Cahill of the Stafford Township Police Department was conducting a routine property check at the ShopRite Plaza, located at 733 Route 72 West in Manahawkin.
During the check, Patrolman Cahill observed a U-Haul box truck parked in the lot with two individuals inside. The driver, identified as Dominic A. Joa of Washington Street in Toms River, NJ, and the passenger, identified as Elizabeth I. Depasquale of Oak Lane in Little Egg Harbor, NJ, were both found asleep within the passenger compartment. Further investigation revealed that the U-Haul truck had been reported stolen out of Toms River.
While on scene, officers discovered a third subject, Shane M. Taggart of Lakewood Avenue in Ocean Gate, NJ, hiding in the rear cargo area of the vehicle. Taggart was found to have an active NCIC warrant issued by the Ocean County Sheriff’s Office for weapons offenses, as well as a warrant from Lacey Township Municipal Court for contempt.
As a result of the investigation:
Elizabeth Depasquale was charged with NJSA 2C:20-10.2A Receiving Stolen Property (3rd degree) and 2C:29-3A(2) Hindering by Providing Aid (disorderly persons offense). She was released on a summons pending a future court appearance.
Shane Taggart was charged with NJSA 2C:20-10.2A Receiving Stolen Property (3rd degree). He was lodged in the Ocean County Jail pending a detention hearing.
Dominic Joa was charged with NJSA 2C:20-10.2A Receiving Stolen Property (3rd degree). He was also lodged in the Ocean County Jail pending a detention hearing.
On March 9, 2026, a court-authorized search warrant was executed on the U-Haul truck. As a result, Dominic Joa was additionally charged with 2C:20-7A Receiving Stolen Property (4th degree), 2C:21-2A(1) Forgery (4th degree), and 2C:5-1A(1) Criminal Attempt (4th degree) for possessing a stolen check and attempting to fraudulently cash it.
As a reminder, the Stafford Township Police Department does not release arrest photos of defendants. All individuals are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

Five Arrested in DEU Meth/Heroin Investigation
Stafford Township, NJ - On Wednesday, March 4th, 2026 at approximately 8:00 PM, the Stafford Township Drug Enforcement Unit (DEU) concluded a narcotics investigation, which led to the arrest of five individuals: 69-year-old Everett J. Salmons of East Bay Avenue in Manahawkin, 70-year-old Cindy L. Dempsey of East Bay Avenue in Manahawkin, 45-year-old Kevin P. Keane of East Bay Avenue in Manahawkin, 45-year-old Vincent M. Buttiglieri of Hillard Drive in Manahawkin, 46-year-old Amanda J. Raccuia of Village Drive in Barnegat. Prior to the arrest of Salmons, Dempsey, Keane, Buttiglieri, and Raccuia, the investigation led to a consent search of a motor vehicle, a residential search warrant for a unit at 215 East Bay Avenue, Manahawkin, and a person search warrant of Everett J. Salmons.
As a result of the search of the motor vehicle Salmons, Dempsey, Buttiglieri, and Raccuia were found to be possession of heroin.
While on scene, it was also learned that Buttiglieri had one active outstanding warrant out of Lakewood Municipal Court. Search incident to arrest of Buttiglieri revealed possession of methamphetamine.
In addition, the search warrant at 215 East Bay Avenue in Manahawkin was executed. As a result of the residential search warrant Salmons, Dempsey, and Keane were found to be in possession of methamphetamine, controlled dangerous substance packaging material, and drug paraphernalia.
Ultimately, Salmons was charged with 2C:35-5B(9)(b) possession with the intent to distribute methamphetamine (3rd degree crime), 2C:35-10a(1) possession of methamphetamine (3rd degree crime), 2C:35-10a(1) possession of heroin (3rd degree crime), and 2C:36-2A possession of drug paraphernalia (disorderly persons offense).
Dempsey was charged with 2C:35-5B(9)(b) possession with the intent to distribute methamphetamine (3rd degree crime), 2C:35-10a(1) possession of methamphetamine (3rd degree crime), 2C:35-10a(1) possession of heroin (3rd degree crime), and 2C:36-2A possession of drug paraphernalia (disorderly persons offense).
Buttiglieri was charged with 2C:35-10a(1) possession of methamphetamine (3rd degree crime) and 2C:35-10a(1) possession of heroin (3rd degree crime).
Keane was charged with 2C:35-10a(1) possession of methamphetamine (3rd degree crime).
Raccuia was charged with 2C:35-10a(1) possession of heroin (3rd degree crime).
After being processed at Stafford Township Police Department, Salmons, Dempsey, Keane, and Raccuia were released on summons pending a future court date at the Ocean County Superior Court. Buttiglieri was transported to Ocean County Jail awaiting a detention hearing by the Ocean County Superior Court.

Eluding Warrant Leads To Arrest
Stafford Township, NJ – On March 18, 2026, patrol officers were involved in an eluding motor vehicle incident stemming from a motor vehicle stop that occurred in the area of Route 9 in Manahawkin. Patrol officers initially attempted to stop the motor vehicle; however, the pursuit was terminated shortly after. The incident was subsequently referred to the Stafford Township Police Detective Bureau for further investigation who conducted a follow-up investigation leading to the identification of the suspect as James Reilly (65 years old of Breakers Drive in Manahawkin), who was determined to be the operator of the motor vehicle involved in the incident.
As a result of the investigation, Reilly was charged with one count of 2nd degree Eluding in violation of N.J.S.A 2C:29-2B. On March 22, 2026, Reilly was apprehended by the Atlantic City Police Department on the strength of a warrant. He was lodged in Atlantic County Jail pending extradition to Ocean County Jail to await a court appearance in Ocean County Superior Court.

GENERAL DESCRIPTION OF THE PROJECT: Remove and dispose of existing seventy (70) ft. steel bridge, furnish and install new seventy (70) ft. long by eight (8) ft. wide steel truss pedestrian foot bridge including connection to existing concrete abutments, including the removal and disposal of PVC water service, electrical wire, conduit and restoration of all disturbed surface areas in kind as a result of the bridge installation.
All bids shall be opened electronically and all bids shall be publicly unsealed and that the names of all bidders and the price of their respective bids shall be verbally announced in public by the Township once the submission deadline has passed. No bids shall be received after the date/time designated in the advertised notice to bidders in accordance with N.J.S.A. 40A:11-23b.
Furthermore, within 24 hours of the electronic bid opening the unofficial bid tabulation sheet will be made available for download on the Bonfire E-Procurement platform accessible via https://staffordnj.bonfirehub.com.
All members of the public are invited to attend the bid opening in person at the offices of the Township or virtually. The virtual bid opening shall be broadcast in the Mayor/Administrator’s Conference Room in the Stafford Township Municipal Building, on the Second Floor, 260 East Bay Avenue, Manahawkin, NJ 08050 for the public to view.
Additionally, the Township shall utilize the Zoom platform as a webinar for remote access. The link to join the webinar shall be posted no later than 48 hours before the bids are scheduled to be opened through a notification listed in the Public Notice section of the project posting issued on the Bonfire E-Procurement platform accessible via https://staffordnj.bonfirehub.com.
BID SECURITY: Bid security is required in the amount of not less than ten percent (10%) of the total amount of the Bid, but not in excess of twenty thousand dollars ($20,000.00) as set forth in N.J.S.A. 40A:11-21. Certificate from a Surety Company is required indicating consent to be bound as surety and guarantor for performance required under the Contract Documents.
Bidder shall submit with their bid an electronic bid bond in the amount of ten percent (10%) of the total price bid, but not in excess of $20,000.00, payable unconditionally to the Township of Stafford, along with a Surety Certificate (Consent of Surety) with Power of Attorney for the full amount of the bid price from a Surety Company authorized to do business in the State of New Jersey and said Surety will furnish a consolidated Performance and Payment Bond in amounts of 100% of the successful Bidder’s contract.

Target Shoplifting Arrest
Stafford Township, NJ – On March 5, 2026, at approximately 7 PM, Michelle M. Stokes (55 years old of Cape Cod Avenue, Barnegat, NJ) was placed under arrest for stealing approximately $130 of merchandise from Target located at 209 Stafford Park Blvd in Manahawkin. Stokes was transported to police headquarters, charged with Shoplifting 2C:20-11, and released with a criminal complaint summons to appear in Stafford Township Municipal Court. Officer Michael Wade was the arresting officer.

Walmart Trespasser Resisted Arrest
Stafford Township, NJ - On March 7, 2026 at approximately 3:15 PM, Stafford Township Police responded to Walmart in response to Ryan J. Wernick (29 years old of Manahawkin, NJ) who had previously been given a trespass warning and was reported to be on the property. In the process of Wernick being placed under arrest for trespassing he became combative and did not comply with the responding officers. Wernick was ultimately taken into custody and charged with Defiant Trespass 2C:18-3B, Obstruction 2C:29-1A, Resisting Arrest 2C-29-2A(1), and Disorderly Conduct 2C:33-2A(1). Officer Jacob Forlenza was the arresting officer.
After being processed at the Stafford Township Police Department, Wernick was transported to the Ocean County Jail where he was lodged. A court appearance is to be scheduled with the Ocean County Superior Court.

Two Arrested For Shoplifting At Shoprite
Stafford Township - On February 11, 2026 at approximately 9 PM, Stafford Township Police responded to Shoprite in response to shoplifting reported by loss prevention. Shoprite loss prevention reported Paula J. Marbach (66 years of age of Lexington Drive in Little Egg Harbor) and Mary P. Marbach (70 years of age of Lexington Drive in Little Egg Harbor), entered ShopRite and placed multiple items in their shopping cart then attempted to leave the store without paying for approximately $355 worth of merchandise. Both were charged with shoplifting 2C:20-11B(1). Officer Jacob Forlenza was the arresting officer.
After being processed at the Stafford Township Police Department, both individuals were released on a summons pending a future court date in Ocean County Superior Court.

Motor Vehicle Stop Leads To K9 Locating Heroin
Stafford Township, NJ - On Monday, March 16, 2026 at approximately 11:00 AM, Patrolman Theodore Caporrino and Special Class II Police Officer Christopher Cormann of the Stafford Township Police Department conducted a motor vehicle stop in the area of Route 72 and the Garden State Parkway in Manahawkin on 50-year-old Michael R. Thiel Jr. of Cedar Drive in Manahawkin. During the course of the motor vehicle stop, Patrolman Caporrino and Special Class II Police Officer Cormann developed reasonable suspicion that Thiel Jr. was possessing a controlled dangerous substance inside the vehicle and/or on his person. As a result, Detective Zach Wiatrowski and his narcotic K-9 partner, Venus, were requested to the scene to conduct an exterior sniff of the vehicle. As a result, K-9 Venus gave a positive indication for the presence of narcotics odor coming from within the vehicle. A search of the vehicle revealed a quantity of suspected heroin and drug paraphernalia.
Ultimately, Thiel Jr. was charged with 2C:35-10A(1) possession of heroin (3rd degree crime) and 2C:36-2A possession of drug paraphernalia (disorderly persons offense).
After being processed at Stafford Township Police Department, Thiel Jr. was released on a summons with a future court date at the Ocean County Superior Court.

Shoplifter With Warrant Arrest
Stafford Township - On February 19th, 2026, at approximately 6:15 PM, 42 year old Erin J. Lundy of Frog Pond Road in Little Egg Harbor, NJ, was arrested and charged with shoplifting 2C:20-11, for stealing approximately $128 worth of merchandise from Shop Rite located at 733 Route 72. Additionally, it was determined Lundy had an outstanding warrant for her arrest issued by Little Egg Harbor Municipal Court. Lundy was provided a new court date for her Little Egg Harbor warrant and was released on a summons for the newly acquired shoplifting charge, pending a future court appearance in Stafford Township Municipal Court. Patrolman Zachary Otte of the Stafford Township Police Department was the investigating officer.

Warrant Issued For Check Fraud
Stafford Township, NJ – On February 13, 2026, the Stafford Township Police Department concluded a fraudulent check washing investigation that occurred on January 5, 2026. As a result of the investigation, Joshua Stewart, 37-year-old Male of West Valley, Utah, was charged with one count of 3rd degree Theft by Deception, in violation of N.J.S.A 2C:20-4 and one count of 4th degree Forgery, in violation of N.J.S.A 2C:21-1A(1). The charges were placed on a complaint-warrant. Information was passed along to the Berkely Township Police Department's Detective Bureau as the investigation revealed possible similar occurrences in their jurisdiction. Patrolman Pharo was the investigating officer.

Target Shoplifter With Warrant Arrested
Stafford Township, NJ – On February 17, 2026 at approximately 6:08 PM, Christine T. Messenger (57 years old of Mast Drive in Barnegat, NJ) was placed under arrest for stealing approximately $136 of merchandise from Target located at 209 Stafford Park Boulevard in Manahawkin. Messenger was transported to police headquarters, charged with Shoplifting 2C:20-11, and released with a criminal complaint summons to appear in Stafford Municipal Court. Messenger also had and outstanding warrant out of Mays Landing Municipal Court who requested Messenger be released on her own recognizance pending a future court date. Officer William Gallagher was the arresting officer.

K9 Assists Motor Vehicle Stop Leading To Meth Arrest
Stafford Township, NJ - On Sunday, February 15, 2026 at approximately 12:51 AM, Patrolman O’Rourke of the Stafford Township Police Department conducted a motor vehicle stop in the area of 320 Route 72 East on 31 year old Ashley E. Kolakowski of Hudson Street in Manahawkin. During the course of the motor vehicle stop, Patrolman O’Rourke developed reasonable suspicion that Kolakowski was possessing a controlled dangerous substance inside the vehicle and/or on her person. As a result, Patrolman Russell Okinsky and his K-9 partner, Buck, were requested to the scene to conduct an exterior sniff of the vehicle. As a result, K-9 Buck gave a positive indication for the presence of narcotics odor coming from within the vehicle. A search of the vehicle led to negative findings for a controlled dangerous substance. Patrolman Danielle Errico responded to the scene to conduct a search of Kolakowski's person, which led to the discovery of a quantity of Methamphetamine and drug paraphernalia.
Ultimately, Kolakowski was charged with 2C:35-10A(1) possession of a controlled dangerous substance, 2C:36-2 possession of paraphernalia, and 2C:35-10C failure to make lawful disposition of a controlled dangerous substance. She was processed, photographed, and released with a future court appearance at Ocean County Superior Court.

Shoplifting Investigation Leads To Arrest for Over $3K
Stafford Township, NJ – On March 5, 2026, John Haugh, (36 years old of Waters Edge Drive in Little Egg Harbor, NJ) was placed under arrest on the strength of a criminal complaint warrant for stealing approximately $3,105.00 of merchandise from Home Depot located at 197 Route 72 in Manahawkin stemming from a shoplifting investigation that occurred between November 2025-Decmber 2025. Haugh was charged with three (3) counts of 3rd Degree Shoplifting in violation of N.J.S.A 2C:20-11B(1) and one (1) count of 4th Degree Shoplifting in violation of N.J.S.A 2C:20-11B(1). Haugh was lodged in Ocean County Jail to appear in Ocean County Superior Court. Detective Zac Halliday was the investigating officer.

Misdelivered Package Leads To Theft Charge
Stafford Township, NJ - On February 25th, 2026 at approximately 7:10 PM, the Stafford Township Police Department received a report of a theft of a package valued at approximately $160. The victim advised the package was sent to his previous address on Main Street in Manahawkin and the landlord, Dennis E. Leary (73 years old of Chesapeake Beach, Maryland), was withholding the package from the victim.
Officers responded to the address to facilitate the exchange; however, Leary refused to return the package to the victim. Ultimately, Leary was charged with one count of Theft of Mislaid or Delivered Property (2C:20-6A). He was issued a special complaint summons, to appear in Stafford Township Municipal Court. Patrolman Justin Barbuto was the investigating officer.

Fraudulent Motor Vehicle Documentation Arrest
Stafford Township, NJ - On February 13, 2026 at approximately 8:15 PM on the Garden State Parkway near Route 72, Stafford Township Police Patrolman Russell Okinsky conducted a motor vehicle stop on a vehicle displaying a suspicious temporary license plate. While being assisted by Ptl. Zachary Otte, Ptl. Okinsky further investigated his suspicions and determined that the temporary license plate was fraudulent.
The operator of the vehicle was identified as 37 year old Thiago L. Rocha of Jabez Street in Newark, NJ. Mr. Rocha was placed under arrest for the disorderly persons offense of Fictitious Plates 2C:21-1A(2). Based on the initial charges, Mr. Rocha was released on his own recognizance. During the motor vehicle stop, Patrolman Okinsky was presented with an insurance card that he believed to be fraudulent and not valid.
The following day, Patrolman Okinsky contacted the insurance provider that Mr. Rocha had presented and confirmed with the company that the policy had been inactive for several months. Ultimately, a warrant was issued for Mr. Rocha for fourth degree Falsifying Documents 2C:21-1A(3) and third degree Insurance Fraud 2C:21-4.6A.

Stafford Township, NJ - On Saturday, February 28, 2026 at approximately 11:45 PM, Patrolman Ryan Cahill of the Stafford Township Police Department conducted a motor vehicle stop in the area of Barnacle Drive in Manahawkin on 45-year-old Eugene Samuels of Morris Boulevard in Manahawkin. During the course of the motor vehicle stop, Patrolman Cahill developed reasonable suspicion that Samuels was possessing a controlled dangerous substance inside the vehicle and/or on his person. As a result, Detective Zach Wiatrowski and his narcotic K-9 partner, Venus, were requested to the scene to conduct an exterior sniff of the vehicle. As a result, K-9 Venus gave a positive indication for the presence of narcotics odor coming from within the vehicle. A search of the vehicle revealed a quantity of methamphetamine, testosterone, and drug paraphernalia. Ultimately, Samuels was charged with:

2C:35-10A(1) possession of testosterone
Two counts of 2C:36-2A possession of drug paraphernalia (disorderly persons offense).
After being processed at Stafford Township Police Department, Samuels was released on a complaint summons awaiting a detention hearing by the Ocean County Superior Court.

Two Charged With Forgery In Counterfeit Currency Investigation
Stafford Township, NJ – On February 26, 2026, the Stafford Township Police Department Detective Bureau concluded a counterfeit currency investigation that occurred at Shop Rite located at 297 Route 72 on December 26, 2025. As a result of this investigation, a 15-year-old male juvenile from Bronx, New York and Rosbert Cabrera (19 years old of Soundview Avenue in Bronx, New York) were each charged with one (1) count of 3rd degree Forgery in violation of N.J.S.A 2C:21-1A(2).
The male juvenile was issued a juvenile delinquency complaint summons to appear in family court and Cabrera was issued a criminal complaint summons to appear in Ocean County Superior Court. Detective Zac Halliday was the investigating officer.

Lavacca was charged with two (2) counts of 4th Degree Shoplifting 2C:20-11B(1) and one (1) count of disorderly persons Shoplifting 2C:20-11B(1). Lavacca was released with a criminal complaint summons to appear in Ocean County Superior Court. Detective Zac Halliday was the arresting officer.

Stafford Township, NJ - On February 21,2026 at approximately 12:00pm, the Stafford Township Drug Enforcement Unit (DEU) conducted a pedestrian stop in the area of Route 72 and the Route 9 overpass on 31-year-old Tyler R. Friedenthal of Park Avenue in Freeport, New York. During the course of the pedestrian stop, it was discovered that Friedenthal was in possession of methamphetamine and drug paraphernalia. In addition, Friedenthal had one active outstanding warrant for his arrest out of Jersey City Municipal Court. Ultimately, Friedenthal was placed under arrest for possession of methamphetamine, possession of drug paraphernalia, and the one active outstanding warrant. Friedenthal was transported to Stafford Township Police Department for processing.
Friedenthal was charged with 2C:35-10A(1) possession of methamphetamine (3rd degree crime), 2C:36-2A possession of drug paraphernalia (disorderly persons offense), and 2C:29-3A(7) hindering his own apprehension (disorderly persons offense).
After being processed at Stafford Township Police Department, Friedenthal was transported to Ocean County Jail awaiting a detention hearing by the Ocean County Superior Court.

Fatal House Fire in Ocean Acres
The following is the official press release from Ocean County Prosecutor's Office regarding a fatal structure fire at 385 Yeoman Road on 2/13/2026 at approximately 1:20am:
Ocean County Prosecutor Bradley D. Billhimer announced that on February 13, 2026, at approximately 1:20 a.m., the Stafford Township Police and Fire Departments responded to a residential structure fire on Yeoman Road. Responding emergency personnel discovered heavy fire conditions and reports of entrapment. Preliminary investigation revealed that two individuals were able to escape the fire. The first individual was transported to Temple University Burn Center in Philadelphia where he is listed in stable condition. The second individual was transported to Thomas Jefferson University Hospital in Philadelphia and is likewise listed in stable condition. A third individual, identified as Betty Matero, 92, was unable to escape the fire and succumbed to her injuries.A thorough and extensive investigation conducted by the Ocean County Prosecutor’s Office Major Crime Unit-Arson Squad, Stafford Township Police Department Detective Bureau, Stafford Township Fire Prevention Bureau, Ocean County Fire Marshal’s Office, and Ocean County Sheriff’s Office Crime Scene Investigation Unit, revealed that the fire originated on the southeast exterior wall, specifically within an outdoor storage container. The cause of the fire has been ruled accidental - likely resulting from a failure of lithium-ion batteries.On February 13, 2026, a post-mortem examination of Ms. Matero was performed by the Ocean County Medical Examiner’s Office. The Medical Examiner ruled Ms. Matero’s cause of death to be smoke inhalation, and the manner of death to be accidental.Prosecutor Billhimer acknowledges the Ocean County Prosecutor’s Office Major Crime Unit-Arson Squad, Stafford Township Police Department Detective Bureau, Stafford Township Fire Prevention Bureau, Ocean County Fire Marshal’s Office, Ocean County Sheriff’s Office Crime Scene Investigation Unit, and Ocean County Medical Examiner’s Office, for their combined and cooperative efforts in connection with this investigation. -
Warrant Issued For $824 Shoplifting Incident
Stafford Township, NJ - On February 8th, 2026, at approximately 5:09 PM, Stafford Township Police responded to Kohls for a report of an active shoplifting incident. Loss Prevention advised that the suspect stole approximately $824 of merchandise and had left the store before police arrival. Further investigation led Patrolman Justin Barbuto to identify the suspect as 31 year old Nicole R. Hines of Sprague Landing in Turnersville, NJ. Hines was ultimately charged with one count of Shoplifting 2C:20-11 (3rd Degree), which was placed on a criminal arrest warrant. Hines has been entered into the National Crime Information Center (NCIC) as a wanted person at this time.

Meth Distribution And Possession Arrests
Stafford Township, NJ - On Friday, January 30, 2026, at approximately 5:30 AM, the Stafford Township Police Drug Enforcement Unit (DEU) concluded a several month-long narcotics investigation, which led to the arrest of 22-year-old Tahj M. Tyler and 32-year-old Jennifer A. Wilchak, both residing on Back Road in Manahawkin. Prior to Tyler and Wilchak's arrest, the investigation led to the issuance of a residential search warrant at a residence in the 200 Back Road apartment complex in Manahawkin. As a result of the search warrant execution, Tyler and Wilchak were found to be in possession of methamphetamine and drug paraphernalia.
Ultimately, Tyler was charged with 2C:35-5B(9)(B) Possession with the Intent to Distribute Less Than ½ Ounce of Methamphetamine (3rd degree crime), 2C:35-10A(1) Possession of Methamphetamine (3rd degree crime), and two counts of 2C:36-2A Possession of Drug Paraphernalia (disorderly persons offense). Wilchak was charged with 2C:35-10A(1) Possession of Methamphetamine (3rd degree crime) and 2C:36-2A Possession of Drug Paraphernalia (disorderly persons offense). After being processed at Stafford Township Police Department, Tyler and Wilchak were issued complaint summonses and released with a future court appearance scheduled at Ocean County Superior Court.

WATERWAY AND LOCATION: The project would affect waters of the United States and navigable waters of the United States sited at the following channels within the tidal Barnegat Bay in the Townships of Stafford, Egg Harbor, Long Beach, Eagleswood, and Barnegat; all in Ocean County, New Jersey: Margos State Navigation Channel #143, Beach Haven West State Navigation Channel #144, Mill Creek State Navigation Channel #145, and Little Egg State Navigation Channel #157.
EXISTING CONDITIONS: The permit applicant, the New Jersey Department of Transportation – Office of Maritime Resources (NJDOT-OMR), has requested Department of the Army (DA) authorization to perform ten (10)-year maintenance dredging of Ship Bottom State Navigation Channel Complex: Margos State Navigation Channel #143, Beach Haven West State Navigation Channel #144, Mill Creek State Navigation Channel #145, and Little Egg State Navigation Channel #157. Navigability of these waterways has become impaired by sediment accumulation, resulting in shoaling conditions which have impacted vessels’ ability to safely transit within southern Barnegat Bay. A review of available records indicates that the State navigation channels proposed for maintenance dredging have been historically dredge-maintained. The applicant seeks a ten-year maintenance dredging permit to be able to continue to maintain sufficient water depths within the State navigation channel complex. The subject maintenance dredging project is intended to restore the Ship Bottom State Navigation Channel Complex to authorized project dimensions. No lateral expansion or deepening is proposed.
PROJECT PURPOSE: The stated purpose of this project is to maintain safe navigational depths for transiting emergency, commercial, and recreational vessels.
PROPOSED WORK: The proposed ten-year maintenance dredging work would be accomplished via hydraulic cutterhead dredge or mechanical dredge. All resultant dredged material, estimated to total 166,100-cubic yards of 50% sand and 50% silt and clay, would be transported via floating and submerged pipeline and hydraulically pumped, or mechanically dredged and placed, into a subaqueous former sand borrow pit known as Dredged Hole #61 (DH#61), located in Barnegat Bay in Long Beach, Ocean County, New Jersey, for aquatic habitat restoration.
Mechanical and hydraulic discharge of approximately 352,300-cubic yards of dredged material from Department of the Army-permitted maintenance dredging projects, to include the subject Ship Bottom State Navigation Channel Complex, into DH#61 is proposed to be undertaken to restore the 26.27-acre subaqueous former sand borrow pit to natural topography by achieving a sea bottom restoration elevation of -7.0 feet Mean Low Water (MLW). A permit application for the proposed restoration of DH#61 by NJDOT-OMR is currently being reviewed by this office under a Nationwide General Permit #27 Aquatic Habitat Restoration, Enhancement, and Establishment Activities (permit application number NAP-2025-00404-95).
Each maintenance dredging event is anticipated to be approximately nine (9) to twelve (12) weeks in duration, including mobilization/demobilization, dredging, and dredged material disposal activities. Two (2) or three (3) maintenance dredging events are anticipated to be conducted over the next ten (10)-years, with the initial dredging event proposed to be undertaken in Fall 2026.
For navigational safety, the hydraulic dredge pipeline will be marked in accordance with U.S. Coast Guard regulations.
Margos State Navigation Channel #143 (39.663720, -74.204316)
Maintenance dredging of 15,850.0-cubic yards of shoaled sediments from a 9.55-acre channel template to -5.0-feet below the plane of MLW, plus 1.0-foot of allowable overdredge and 3:1 side slopes is proposed.
Beach Haven West State Navigation Channel #144 (39.657639, -74.208689)
Maintenance dredging of 19,620.0-cubic yards of shoaled sediments from a 6.59-acre channel template to -5.0-feet below the plane of MLW, plus 1.0-foot of allowable overdredge and 3:1 side slopes is proposed.
Mill Creek State Navigation Channel #145 (39.647136, -74.217525)
Maintenance dredging of 23,030.0-cubic yards of shoaled sediments from an 11.32- acre channel template to -8.0-feet below the plane of MLW, plus 1.0-foot of allowable overdredge and 3:1 side slopes is proposed.
Little Egg State Navigation Channel #157 (39.560903, -74.253971)
Maintenance dredging of 107,600.0-cubic yards of shoaled sediments from a 97.83- acre channel template to -6.0-feet below the plane of MLW, plus 1.0-foot of allowable overdredge and 3:1 side slopes is proposed.

AVOIDANCE AND MINIMIZATION: The applicant has provided the following information in support of efforts to avoid and/or minimize impacts to the aquatic environment:
The subject maintenance dredging project is intended to restore the Ship Bottom State Navigation Channel Complex to authorized project dimensions. No lateral expansion or deepening is proposed.
COMPENSATORY MITIGATION: The applicant has provided the following explanation why compensatory mitigation should not be required:
Information provided in the application has indicated that compensatory mitigation is not required because the Ship Bottom State Navigation Channel Complex has been historically dredge-maintained, with no lateral expansion or deepening proposed. All dredged material is proposed to be beneficially re-utilized for aquatic habitat restoration at the former subaqueous sand borrow pit site known as DH#61.
CULTURAL RESOURCES: The Corps is evaluating the undertaking for effects to historic properties as required under Section 106 of the National Historic Preservation Act. This public notice serves to inform the public of the proposed undertaking and invites comments including those from local, State, and Federal government Agencies with respect to historic resources. Our final determination relative to historic resource impacts may be subject to additional coordination with the State Historic Preservation Officer, federally recognized tribes and other interested parties.
ENDANGERED SPECIES: The Corps has performed an initial review of the application, the U.S. Fish and Wildlife Service (USFWS) Information for Planning and Consultation (IPaC), National Marine Fisheries Service (NMFS) Section 7 Mapper, and the NMFS Critical Habitat Mapper to determine if any threatened, endangered, proposed, or candidate species, as well as the proposed and final designated critical habitat may occur in the vicinity of the proposed project. Based on this initial review, the Corps’ determination is that the proposed project may affect species and critical habitat listed below. No other ESA-listed species or critical habitat will be affected by the proposed action.

Regarding aquatic-based Section 7 ESA-managed species, the Corps’ determination is that project activities are “not likely to adversely affect” Atlantic Sturgeon and Sea Turtles. An NLAA consultation will be prepared and submitted to NMFS-PRD for review and concurrence.
Regarding land-based Section 7 ESA-managed species, given that the proposed project is limited to in-water maintenance dredging, with all resultant dredged material proposed to be disposed in-water within a subaqueous former sand borrow pit for aquatic habitat restoration, the Corps’ determination is the project activities would have “no effect” to Northern Long-Eared Bay, Tricolored Bat, Eastern Black Rail, Monarch Butterfly, American Chaffseed, and Swamp Pink.
Pursuant to Section 7 ESA, any required consultation with the U.S. Fish and Wildlife Service and National Marine Fisheries Service and will be conducted in accordance with 50 CFR part 402.
This notice serves as request to the U.S. Fish and Wildlife Service and National Marine Fisheries Service for any additional information on whether any listed or proposed to be listed endangered or threatened species or critical habitat may be present in the area which would be affected by the proposed activity.
ESSENTIAL FISH HABITAT: Pursuant to the Magnuson-Stevens Fishery Conservation and Management Act 1996, the Corps reviewed the project area, examined information provided by the applicant, and consulted available species information.
The Corps intends to initiate Essential Fish Habitat (EFH) consultation separately from this public notice. A separate EFH consultation package will be sent to the National Marine Fisheries Service (NMFS). The Corps will not make a permit decision until the consultation process is complete.
NAVIGATION: The proposed activity is located in the vicinity of the New Jersey Intracoastal Waterway Federal Navigation Channel.
SECTION 408: The applicant will not require permission under Section 14 of the Rivers and Harbors Act of 1899 (33 USC 408) because the activity, in whole or in part, would not alter, occupy, or use a Corps Civil Works project.
WATER QUALITY CERTIFICATION: In accordance with Section 401 of the Clean Water Act, a Water Quality Certificate (WQC) is required from the State government in which the subject work is located.
NOTE: This public notice is being issued based on information furnished by the applicant. This information has not been verified or evaluated to ensure compliance with laws and regulation governing the regulatory program. The geographic extent of aquatic resources within the proposed project area that either are, or are presumed to be, within the Corps jurisdiction has not been verified by Corps personnel.
EVALUATION: The decision whether to issue a permit will be based on an evaluation of the probable impact including cumulative impacts of the proposed activity on the public interest. That decision will reflect the national concern for both protection and utilization of important resources. The benefits, which reasonably may be expected to accrue from the proposal, must be balanced against its reasonably foreseeable detriments. All factors which may be relevant to the proposal will be considered including cumulative impacts thereof; among these are conservation, economics, esthetics, general environmental concerns, wetlands, historical properties, fish and wildlife values, flood hazards, floodplain values, land use, navigation, shoreline erosion and accretion, recreation, water supply and conservation, water quality, energy needs, safety, food, and fiber production, mineral needs, considerations of property ownership, and in general, the needs and welfare of the people. Evaluation of the impact of the activity on the public interest will also include application of the guidelines promulgated by the Administrator, EPA, under authority of Section 404(b) of the Clean Water Act or the criteria established under authority of Section 102(a) of the Marine Protection Research and Sanctuaries Act of 1972. A permit will be granted unless its issuance is found to be contrary to the public interest.
COMMENTS: The Corps is soliciting comments from the public; Federal, State, and local agencies and officials; Indian Tribes; and other Interested parties in order to consider and evaluate the impacts of this proposed activity. Any comments received will be considered by the Corps to determine whether to issue, modify, condition, or deny a permit for this proposal. To make this determination, comments are used to assess impacts to endangered species, historic properties, water quality, general environmental effects, and the other public interest factors listed above. Comments are used in the preparation of an Environmental Assessment (EA) and/or an Environmental Impact Statement pursuant to the National Environmental Policy Act (NEPA). Comments are also used to determine the need for a public hearing and to determine the overall public interest of the proposed activity.

$480 Shoplifting Charges At Shoprite
Stafford Township, NJ — On January 31, 2026, at approximately 2:14 PM, ShopRite Loss Prevention reported a shoplifting incident that occurred on January 24, 2026. The male suspect, later identified as George T. Apostolou (55 years old of Bayside Avenue in Barnegat, NJ), was placed under arrest for stealing approximately $480 in merchandise from the ShopRite located at 297 Route 72 in Manahawkin.
Apostolou responded to police headquarters where he was charged with Shoplifting (2C:20-11) and subsequently released with a criminal complaint-summons to appear in Ocean County Superior Court. Officer Danielle Errico was the arresting officer.

$1852 Shoplifting Arrest At Lowes Leads To An Additional Warrant Arrest
Stafford Township, NJ – On January 21, 2026, at approximately 4 PM, Shayne R. Macavoy (34 years old of North Navajo Drive in Waretown, NJ) was placed under arrest for stealing approximately $1,852 of merchandise from Lowe’s located at 297 Route 72 in Manahawkin. Investigation on scene led to the arrest of an addition individual, Michael S. Shecton (34 years old of Longboat Avenue in Beachwood, NJ), on the strength of a Manchester Township Municipal Court warrant. Macavoy and Shecton were transported to police headquarters, where Macavoy was charged with third degree Shoplifting, NJSA 2C:20-11. Macavoy was also wanted on multiple warrants, including one out of Manchester Township Municipal Court. Macavoy and Shecton were transferred to Manchester Township Police prior to being transported to Ocean County Jail. Officers Patrick Walker and Austin Pharo were the arresting officers, assisted by Officer Theodore Caporrino.

Rt 72/Jennings Rd. Accident. Expect Major Traffic Delays
Motor vehicle accident on Route 72 West/Jennings Road involving a propane truck. Minor leak being reported. Fire personnel on scene. Minor injuries reported to both drivers. Route 72 is closed eastbound at Route 9 and westbound at Jennings Road. A nearby business is being evacuated as a precautionary measure.Avoid the area if possible as emergency personnel assess the situation and attempt to get traffic flowing again. Expect major delays on Route 72, East Bay Avenue, and the connecting roads. -
Motor Vehicle Stop Leads To K9 Locating Meth
Stafford Township, NJ – On January 22, 2026, at approximately 1:00 AM, Charles Taylor (39 years old of Grays Road, Barnegat, NJ) was placed under arrest for Possession of a Controlled Dangerous Substance 2C:35-10a(1), and Possession of Drug Paraphernalia 2C:36-2 during a traffic stop that was conducted by Stafford Township Police in the area of Grays Road in Warren Grove. With the assistance of Det. Zach Wiatrowski and his K9 partner Venus, suspected Methamphetamine and paraphernalia was located within Taylor's vehicle. He was transported to Ocean County Jail with a criminal complaint warrant to appear in Ocean County Superior Court. Officer Ryan Cahill was the arresting officer.

DEU K9 Search Leads to Crack Cocaine Charges
Stafford Township, NJ - On Saturday, January 24th, 2026 at approximately 12:30 PM, the Stafford Township Police Department Drug Enforcement Unit (DEU) conducted a motor vehicle stop in the Atlantic Care parking lot located at 517 Route 72, Manahawkin, NJ. The vehicle was operated by 44-year-old Ryan S. Bannon of Webb Avenue in Ocean Grove, NJ, with front seat passenger 37-year-old Katherine M. Smith of Circle Drive in Brick, NJ. During the course of the motor vehicle stop, Bannon was arrested for an active outstanding no bail warrant issued by Monmouth County Superior Court. In addition, Detective Jackman Bush developed reasonable suspicion that Bannon and Smith were possessing a controlled dangerous substance inside the vehicle. Detective Zach Wiatrowski deployed his narcotic K-9 partner, Venus, who gave a positive indication for the presence of narcotics odor coming from within the vehicle. The vehicle was seized pending the application of a court authorized search warrant. Smith was released from the scene.
On Saturday, January 24th, 2026, at approximately 5:00PM, the DEU applied for and was granted a court authorized search warrant for the vehicle. The DEU executed the court authorized search warrant and recovered a quantity of suspected crack/cocaine.
Ultimately, Smith refused to turn herself in and was charged on a complaint warrant for 2C:35-10A(1) possession of crack/cocaine (3rd degree crime).
Bannon was charged with 2C:35-10A(1) possession of crack/cocaine (3rd degree crime). After being processed at Stafford Township Police Department, Bannon was transported to Ocean County Jail awaiting a detention hearing by the Ocean County Superior Court.

Stafford Township, NJ – Rosa Castro, (56 years old of Union Avenue in Paterson, NJ) was placed under arrest on the strength of an extraditable criminal complaint warrant for stealing approximately $2,150.00 of merchandise from Ulta Beauty located at 227 Stafford Park Boulevard in Manahawkin stemming from a shoplifting incident that occurred in May 2025. Castro was charged with one (1) count of 3rd Degree Shoplifting 2C:20-11B(2) and one (1) count of 4th Degree Conspiracy 2C:5-2a(1). Castro was lodged in Ocean County Jail to appear in Ocean County Superior Court. Detective Zac Halliday was the investigating officer.

Eluding Arrest
Stafford Township, NJ - On January 21, 2026, at approximately 10:48 PM, Officer Otte attempted to conduct a motor vehicle stop on a dark-colored sedan traveling northbound on Route 9 near Marybell Road. The driver failed to stop and continued to travel at a high rate of speed. Shortly after, Officer Otte observed the same vehicle pull into a driveway on Kritter Court, where he made contact with the operator, identified as Ernesto Oliveira, a 31 year old male residing on Kritter Court in Manahawkin. He was arrested without incident and transported to police headquarters for processing, where he was charged with Eluding (2C:29-2B), a 3rd Degree Crime. Oliveira was released on a criminal complaint summons to appear in Ocean County Superior Court and was issued numerous traffic citations. Officer Otte was the arresting officer.

Electric Bicycles and Electric Scooters
New Jersey Law and Safety Guidance
Electric bicycles and electric scooters, often referred to as micromobility devices, are increasingly common on New Jersey roadways. As their use has expanded, crash data and safety concerns have increased statewide. In response, New Jersey lawmakers updated regulations governing how these devices may be operated.
Law enforcement did not create these rules. Police are responsible for enforcing the law as written to improve safety for riders, pedestrians, and motorists.
Parental Responsibility
Parents play a critical role in micromobility safety. The majority of complaints and enforcement encounters involve riders under the age of 18.
While officers may stop or cite juvenile riders, parents are responsible for ensuring their children:
• Are legally permitted to operate the device• Are using equipment that complies with New Jersey law• Wear required safety gear• Operate in a safe and responsible manner
Parents may be held financially responsible for violations committed by their children.
Electric Bicycle Classifications
New Jersey law recognizes three classes of electric bicycles based on speed capability and design.
Class 1 Electric BicyclesPedal assist onlyMotor assistance stops at 20 miles per hour
Class 2 Electric BicyclesThrottle capableMotor assistance stops at 20 miles per hour
Class 3 Electric BicyclesPedal assist onlyMotor assistance stops at 28 miles per hourRegulated similarly to motorized bicycles
Electric bicycles capable of speeds over 28 miles per hour are not legal for roadway use in New Jersey.
Licensing, Registration, and Insurance
Under current statewide regulations:
• Electric bicycles operated on public roadways require a licensed rider• Electric bicycles must be registered with the New Jersey Motor Vehicle Commission• Liability insurance is required
Licensing requirements
• Riders age 17 and older must possess a valid New Jersey driver license• Riders age 15 or 16 must obtain a motorized bicycle license• Riders under age 15 are not permitted to operate motor assisted electric bicycles
Grace Period
The law includes a six month grace period from the date of enactment (January 19, 2026) to allow riders time to obtain proper licensing, registration, and insurance.
During this period, enforcement emphasis is education and voluntary compliance. (January 19, 2026 - July 19, 2026)
Electric Scooters
Electric scooters are regulated separately from electric bicycles.
General requirements include:
• Maximum speed approximately 19 miles per hour• Helmet required for riders under age 17• No license, registration, or insurance required• Must follow all applicable traffic laws
Sidewalk riding and parking may be regulated by local municipal ordinance.
Motorized Bicycles
Motorized bicycles include:
• Electric bicycles capable of speeds between 20 and 28 miles per hour• Gas powered pedal bicycles with engines under 50 cc
Motorized bicycles require:
• A valid driver license or motorized bicycle license• Registration with the MVC• Insurance coverage• Helmet use
What to Expect from Police
Police enforcement focuses on safety and compliance.
Officers may:
• Stop riders for unsafe or reckless operation• Verify licensing, registration, and insurance• Contact parents when juveniles are involved• Remove illegally operated devices from the roadway

DEU Warrant Arrest Leads To Meth Possession Charges
Stafford Township, NJ - On Wednesday, January 14th, 2026, at approximately 6:30 PM, the Stafford Township Police Department Drug Enforcement Unit (DEU) was conducting surveillance at the Walmart in Manahawkin. While conducting surveillance the DEU observed a male subject they were familiar with identified as 48-year-old Kevin A. Gallagher of Texas Avenue in Atlantic City, NJ. Gallagher was found to have seven active outstanding warrants for his arrest out of numerous jurisdictions.
Gallagher was ultimately arrested on the strength of the warrants and during a search incident to arrest, the DEU recovered a quantity of methamphetamine and drug paraphernalia.
Ultimately, Gallagher was charged with 2C:35-10A(1) Possession of Methamphetamine (3rd degree crime), two counts of 2C:36-2A Possession of Drug Paraphernalia (disorderly persons offense), and 2C:35-10C Failure to Make Lawful Disposition of a Controlled Dangerous Substance to Police (disorderly persons offense).
After being processed at Stafford Township Police Department, Gallagher was transported to Ocean County Jail awaiting a detention hearing by the Ocean County Superior Court.

$1300 Shoplifting Warrant Arrest
Stafford Township, NJ – On December 31, 2025, at approximately 6:25 pm, 49 year old Jessica A. Rockhill of North Indian Valley Court in Little Egg Harbor, NJ was identified after stealing approximately $1,300 of merchandise from Target located in Manahawkin. The investigation resulted in Rockhill being charged with Shoplifting 2C:20-1 on January 1, 2026 by Patrolman Russell Okinsky, which was placed on a warrant.
On January 11, 2026, at approximately 6:13 pm, the Little Egg Harbor Police Department conducted a traffic stop on the vehicle Rockhill was operating, which resulted in the arrest of Rockhill. Patrolman Gallagher responded to Little Egg Harbor Police Headquarters to transport Rockhill to the Stafford Police Headquarters to be processed. Rockhill was then transported to Ocean County Jail pending a future court date in Ocean County Superior Court.

Target Shoplifting Arrest
Stafford Township, NJ - On December 26, 2025 at approximately 6:40 PM, Stafford Township Police responded to Target in response to shoplifting reported by loss prevention. Target loss prevention reported a subject entered Target putting approximately $242 of merchandise in her cart and purse and then left the store without paying. While the suspect was driving away from the store she was pulled over by Patrolman Nicholas Fabrizzio and identified as 40 year old Darvonna S. Foster of Hoover Drive in Mays Landing, NJ. Inside the store, Patrolman Jacob Forlenza identified Foster as the subject committing the theft through the surveillance footage and she placed her under arrest for shoplifting.
After being processed at the Stafford Township Police Department, Foster was released on a criminal complaint summons pending a future court date in Ocean County Superior Court.

DEU Crack Cocaine/Shoplifting Arrest
Stafford Township, NJ - On Thursday, January 8th, 2026, at approximately 3:00 PM, the Stafford Township Drug Enforcement Unit (DEU) began surveillance at the Walmart located at 525 Route 72 West in Manahawkin on a known shoplifter, 40-year-old Jacquelyn M. Best of Harvest Way in Toms River. During surveillance, Detectives observed Best conceal items in a reusable bag and attempt to return an item she did not purchase. Walmart denied the return, and Best left without paying for the items concealed in her bag. Best then entered a vehicle waiting for her in the parking lot.
Best’s getaway vehicle was located and stopped in the Aldi’s parking lot. The driver of the getaway vehicle was identified as 54-year-old William J. Andujar of Buckskin Court in Whiting. Best was arrested for shoplifting approximately $210 worth of merchandise from Walmart. In addition, Best was charged with Shoplifting/Concealing 2C:20-11B(2), Hindering 2C:29-3B(4), Possession of a Controlled Dangerous Substance 2C:35-10A(1), Possession of Drug Paraphernalia 2C:36-2A, and Failure to make a lawful disposition 2C:35-10C.
A subsequent search of the vehicle revealed additional crack cocaine.
Ultimately, Andujar was charged with 2C:20-11B(1) Shoplifting, Conspiracy to Commit Shoplifting 2C:5-2A(1), Possession of a Controlled Dangerous Substance 2C:35-10A(1), Possession of Drug Paraphernalia 2C:36-2A, and Failure to Make a Lawful Disposition 2C:35-10C.
After being processed at the Stafford Township Police Department, Best and Andujar were transported to the Ocean County Jail.

Traffic Stop Leads To Warrant & Drug Arrest
Stafford Township, NJ - On January 7th, 2026 at approximately 11:35 PM, Patrolman Barbuto conducted a motor vehicle stop on Route 9 near Rodeo Drive on a black Volkswagen Jetta, due to the registered owner of the vehicle (Mark E. Wixler 48-year-old-male of Blaine Avenue in Seaside Heights, NJ), having a $1000.02 warrant out of Robbinsville Township Municipal Court.
During the traffic stop, Patrolman Barbuto was able to identify the driver as Mark E. Wixler. A search incident to arrest revealed Wixler to be in possession of drug paraphernalia. Further investigation led to the discovery of several glass smoking devices in the vehicle. Additionally, officers observed burnt residue on the inside of the smoking devices, which was suspected to be crack cocaine.
Wixler posted partial bail for his warrant out of Robbinsville Township and was given a new date to appear in court. Wixer was ultimately charged with one count of Possession of Drug Paraphrenalia (2C:36-2) and one count of Possession of a Controlled Dangerous Substance (2C:35-10). Additionally, Wixler was issued a traffic citation for a traffic offense. Wixler was lodged at Ocean County Jail on a warrant to appear in Ocean County Superior Court. Patrolman Barbuto was the arresting officer.

Shoprite Shoplifting Arrest
Stafford Township, NJ – On December 31, 2025, at approximately 3 PM, patrol units were dispatched to ShopRite for a report of shoplifting. The loss prevention employee advised officers that a male subject left the store on foot after being confronted by staff for stealing merchandise. Patrol units later identified Ernest J. Spitzer Jr. of Lamson Road in Manahawkin as the suspect. He was later located at his residence where he was placed under arrest for shoplifting approximately $87 worth of merchandise from ShopRite. Ernest was transported to the Stafford Township Police Department, where he was processed, charged with Shoplifting 2C:20-11, and released with a criminal complaint summons to appear in Stafford Township Municipal Court. Patrolman T. Caporrino was the arresting officer, assisted by Patrolman P. Walker.

Shoplifting Arrest/Possession Of Drugs
Stafford Township, NJ – On January 04, 2026, at approximately 3:00 PM, Leeann M. Turner (39 years old of Winged Foot Lane, Little Egg Harbor, NJ) was placed under arrest for stealing approximately $132 of merchandise from Shoprite, located at 297 Route 72 East in Manahawkin. A search incident to arrest led to the discovery of a Schedule IV controlled dangerous substance without a prescription along with suspected cocaine. Turner was transported to police headquarters, charged with Shoplifting 2C:20-11, Possession of a Controlled Dangerous Substance 2C:35-10, and transported to Ocean County Jail after her charges were placed on a warrant. Turner had warrants for her arrest out of several jurisdictions, including Little Egg Harbor, Tuckerton, Atlantic City, and the Ocean County Sheriff's Department. These warrants were executed after Turner’s apprehension. Officer Gallagher #144 was the arresting officer.

Fast Food Worker Stole & Used Credit Card Info
Stafford Township, NJ – On December 30, 2025, members of the Stafford Township Police Detective Bureau arrested Du'preme J. Holland, a 25 year old resident of Windlass Drive in Manahawkin, on three counts of Credit Card Theft 2C:21-6C(1) and three counts of Fraudulent Use of a Credit Card 2C:21-6H. Holland is accused of stealing credit card information on December 15, 2025 while working at the drive-through window of Wendy’s, located at 356 Route 72 West in Manahawkin, and subsequently using the stolen information to make unauthorized purchases online. Holland was processed at police headquarters and was lodged in the Ocean County Jail pending a hearing by the Ocean County Superior Court.

Atlantic City Robbery Warrant Arrest
Stafford Township, NJ — On December 25, 2025, at approximately 11:30 p.m., the Stafford Township Police Department arrested 23 year old Christian C. Rivera of Lanyard Road in Manahawkin on an outstanding body warrant issued by the Atlantic City Police Department in connection with a strong-arm robbery. While on scene at his residence, two unregistered vehicles belonging to Rivera were towed from the street and he was issued multiple motor vehicle summonses. Rivera was transported to Stafford Township Police Headquarters for processing and subsequently turned over to the Atlantic City Police Department. Patrolman Sean O'Rourke was the arresting officer.

Aggravated Assault On A Healthcare Worker At Manahawkin Health & Rehab
Stafford Township, NJ - On December 26, 2025 at approximately 1:15 PM, Stafford Township Police Department responded to the Manahawkin Health & Rehabilitation Center located at 1211 Route 72 in Manahawkin for a report of a disturbance. A 37 year old male patient from Trenton was arrested for Aggravated Assault on a Healthcare Worker after striking a nurse in the head with a bottle of apple juice. The patient also had outstanding arrest warrants from Freehold Township Municipal Court, Trenton Municipal Court, and Bucks County Superior Court.
He was charged with one count of 2C:12-1B(5)(J)) on a complaint summons and was transported to Ocean County Jail pending extradition to Pennsylvania. The nurse sustained minor injuries. Patrolman Ryan Cahill was the arresting officer.

Banff of Barnegat Boulevard in Barnegat, New Jersey, was placed under arrest for Shoplifting approximately $222 worth of merchandise from the ShopRite located at 297 Route 72 in Manahawkin. Banff was transported to police headquarters, charged with Shoplifting 2C:20-11b(1), and released with a criminal complaint summons and scheduled to appear in Ocean County Superior Court on a later date. On December 23, 2025, the Stafford Township Police Department Detective Bureau issued a warrant for the arrest of Jesse Kato (45 years old of Thurman Street in Camden, NJ) for Shoplifting, in violation of N.J.S.A. 2C:20-11b(1). An investigation into the incident indicated that Kato stole approximately $875 worth of merchandise from the Kohl’s, located in Manahawkin, on December 04, 2025.

Manahawkin Resident Arrested on Atlantic City PD Robbery Warrant
Stafford Township, NJ — On December 22, 2025, at approximately 5:00 p.m., the Stafford Township Police Department arrested 24 year old Patterson Mardirosian of Captain Road in Manahawkin, NJ, on an outstanding body warrant issued by the Atlantic City Police Department in connection with a strong-arm robbery.
Mardirosian was taken into custody at his residence by Patrolman Gordon Vonschmidt and Patrolman Joseph Luna. He was transported to Stafford Township Police Headquarters for processing and subsequently turned over to the Atlantic City Police Department.

Stafford Township, NJ – On December 12, 2025, at approximately 8 PM, Shayna Novick (39 years old of Salt Spring Drive, Forked River, NJ) was placed under arrest for stealing approximately $251 of merchandise from Target located at 209 Stafford Park Boulevard in Manahawkin. Novick was transported to police headquarters, charged with Shoplifting 2C:20-11, and released with a criminal complaint summons to appear in Ocean County Superior Court. High Speed Eluding Arrest
Stafford Township, NJ - On December 12th, 2025 at approximately 10:49 PM, Officer Povlosky observed a black BMW sedan travelling 124 mph westbound on Route 72 and the Causeway Bridge. Officer Povlosky attempted to conduct a motor vehicle stop on the vehicle, but the driver failed to stop and continued to travel at a high rate of speed. During this time, Officer Povlosky observed the vehicle fail to stop at the red light located at the intersection of Route 72 and Mill Creek Road. Further west on Route 72, Patrolman Barbuto observed the vehicle traveling 106 mph and attempted to conduct a motor vehicle stop on the vehicle while it turned onto Jennings Road from Route 72 West. The BMW continued to travel at a high rate of speed and turned eastbound onto East Bay Avenue and officers made no further attempts to stop it. Investigation revealed that the BMW was found to have traveled eastbound on Route 72 and back onto Long Beach Island. At approximately 11:22 PM that evening, the Ship Bottom Police Department advised they located the vehicle parked and unoccupied in the parking garage of Hotel LBI. Stafford Township Police officers then responded to Hotel LBI to continue the investigation which identified Dashawn E. Capps (26 years old of Leansville, NC) as the operator of the vehicle. Ultimately, officers made contact with Capps at Hotel LBI, where he was arrested without incident. Capps was transported to the Stafford Township Police Department where he was charged with two counts of Eluding (2C:29-2B), a 3rd Degree Crime. Capps was released on a criminal complaint summons to appear in Ocean County Superior Court, and was issued numerous traffic citations. Officer Justin Barbuto was the arresting officer.

Meth Distribution Charge Resulting From DEU Arrest
Stafford Township, NJ - On Thursday, December 18th, 2025, at approximately 4:30 PM, the Stafford Township Police Department's Drug Enforcement Unit (DEU) conducted a pedestrian stop in the area of Route 9 and the Cedar Run Apartments on a 50-year-old Peter Kwiatkowski of Inlet Avenue in Manahawkin. Prior to the pedestrian stop, the DEU developed probable cause that Kwiatkowski was in possession of methamphetamine.
A search of Kwiatkowski’s person and backpack revealed a quantity of methamphetamine and drug paraphernalia. Ultimately, Kwiatkowski was charged with 2C:35-5B(9)(B) Possession with the Intent to Distribute Less than ½ ounce of Methamphetamine (3rd degree crime), 2C:5-2A(1) Conspiracy to Distribute Methamphetamine (3rd degree crime), 2C:35-10A(1) Possession of Methamphetamine (3rd degree crime), 2C:5-2A(1) Conspiracy to Possess Methamphetamine (3rd degree crime), and two counts of 2C:36-2A Possession of Drug Paraphernalia (disorderly persons offense).
After being processed at Stafford Township Police Department, Kwiatkowski was transported to Ocean County Jail awaiting a detention hearing by the Ocean County Superior Court.

Missing Male Recovered Near Manahawkin Bridge
The Stafford Township Police Department confirms the recovery of a 19-year-old male who had been reported missing following an incident at the Manahawkin Bridge on November 25, 2025.
Following an extensive multi-agency search effort spanning approximately three weeks, the individual was located during the evening hours of December 17, 2025, in the waters near the Manahawkin Bridge. The New Jersey State Police Marine Services Bureau located the individual using sonar equipment, and the West Tuckerton Fire Department Dive Team subsequently recovered the body approximately 200 meters north of the bridge.
Family members have been notified. The individual was transported to Community Medical Center in Toms River, where an autopsy will be conducted. The incident remains under investigation, and no further details are being released at this time.
The Stafford Township Police Department extends its sincere appreciation to all agencies and personnel who assisted in the search efforts, including the New Jersey State Police Marine Services Bureau, West Tuckerton Fire Department, Stafford Township Fire and EMS, and other regional emergency response partners. Their professionalism, dedication, and cooperation were instrumental throughout this operation.

Car Burglar Linked With Medical Office Burglary Arrested
Stafford Township, NJ - On December 10, 2025 at approximately 5:30 PM, Stafford Township Police responded to the area of 691 Washington Avenue for a report of a suspicious male entering numerous vehicles in the parking lot of Dunkin Donuts and Goodyear Tire. Officers on scene obtained video surveillance of the suspect and began canvassing the area. He was located nearby shortly thereafter. The suspect, Jose Amaro (20 years old of N. South Carolina Ave, Atlantic City, NJ), attempted to flee from the officers and resisted arrest while they were taking him into custody. He was charged with Burglary (2C:18-2A(1)), Attempted Burglary (2C:18-2A(1), Obstruction (2C:29-1A), Resisting Arrest (2C:29-2A(3)(A)), Harassment (2C:33-4B), Aggravated Assault (2C:12-1B(5)(A)), and Failure to Allow Fingerprinting (53:1-15).
In addition to the above charges, an ongoing investigation had identified Amaro as a suspect in a burglary and theft which occurred in the early morning hours of December 9, 2025 at the Hackensack Meridian Health Village on Route 72 in Manahawkin. While inside the medical office after hours, Amaro stole multiple items. Officers located stolen items in Amaro's possession during the December 10th arrest which linked him to the medical office burglary. He was charged with Burglary (2C:18-2A(1)) and Theft (2C:20-3A) for this incident.
After being processed at Stafford Township Police Department, Amaro was transported to Ocean County Jail awaiting a detention hearing by the Ocean County Superior Court. Patrolman Zachary Otte and Patrolman Jacob Forlenza were the investigating Officers.

Vehicle Theft Arrest
Stafford Township, NJ - On December 9, 2025, just after midnight, Stafford Township Police responded to The Manahawkin Nursing and Rehabilitation Center on Route 72 for a report of a theft of a motor vehicle. An employee there reported that Jose Amaro (20 years old of N. South Carolina Avenue, Atlantic City, NJ), entered her unoccupied vehicle and had driven off with it before returning it to the parking lot several minutes later. Officers on scene located Amaro in a nearby gazebo where he was placed under arrest for theft of a motor vehicle (NJSA 2C:20-10.1).
After being processed at the Stafford Township Police Department, Mr. Amaro was released on a summons pending a future court date in Ocean County Superior Court. Officers Brown and Barnett were the investigating officers.

Multiple Store Shoplifting Arrests
Stafford Township, NJ - On Friday, December 12th, 2025, at approximately 6:30 PM, the Stafford Township Drug Enforcement Unit (DEU) began conducting surveillance inside the Kohl’s located at 205 Route 72 in Manahawkin on a known shoplifter from previous incidents identified as 61-year-old Richard Montanelli of West Bay Avenue in Barnegat. During surveillance, Detective Jackman Bush observed Montanelli cutting security tags off various items. Montanelli proceeded to exit the Kohl’s concealing various items without paying. Montanelli was stopped by the DEU and patrol officers.
In addition, Montanelli’s getaway vehicle was also located and stopped in the Kohl’s parking lot. The driver of the getaway vehicle was identified as 21-year-old Benjamin Monteiro-Brown of Adams Avenue in Toms River. While speaking with Monteiro-Brown it was discovered that various items from The Home Depot located at 197 Route 72 in Manahawkin were located in the backseat of his vehicle. A search of the vehicle produced various items stolen from The Home Depot.
Ultimately, Montanelli was charged with 2C:20-11B(1) Shoplifting (3rd degree crime), 2C:20-11B(1) Shoplifting (4th degree crime), 2C:20-11B(2) Shoplifting/Concealing (4th degree crime), 2C:20-11B(3) Shoplifting/Altering Price (4th degree crime), and 2C:20-11F Possession of Antishoplifting Control Device (Disorderly persons offense).
Monteiro-Brown was charged with 2C:5-2A(1) Conspiracy To Commit Shoplifting (3rd degree crime) and 2C:5-2A(1) Conspiracy to Commit Shoplifting (4th degree crime).
After being processed at Stafford Township Police Department, Montanelli and Monteiro-Brown were issued complaint summonses and released with a future court appearance scheduled at the Ocean County Superior Court.

19 Charges on Fleeing Car Burglar Arrest
Stafford Township, NJ – On December 13, 2025, at approximately 12:00 P.M., the Stafford Township Police Department responded to the area of Southern Regional High School for a report of a suspicious male attempting to break into motor vehicles in the school parking lot.
Witnesses provided a description and related that he was last seen walking in the direction of Route 9. Patrol officers immediately responded to the area and began canvassing for the suspect. Shortly thereafter, patrol officers located a male resembling the suspect’s description near the intersection of Route 9 and Hilliard Boulevard. As patrol officers attempted to approach him, the suspect fled into a wooded area, prompting a brief foot pursuit. The suspect was subsequently apprehended by patrol officers and was identified as Bradley Stanley (39 years old of East Bay Avenue in Manahawkin, NJ).
A follow-up investigation conducted by the Stafford Township Police Department Detective Bureau revealed that Stanley was in possession of multiple burglar tools, assorted stolen property, and a stun gun. Detectives were also able to identify several victims and successfully return the stolen property to its rightful owners.
Stanley was arrested and transported to police headquarters. He faces the following charges:
One count of 3rd Degree Burglary in violation of N.J.S.A 2C:18-2A(1)
One count of 3rd Degree Fraudulent use of a Credit Card in violation of N.J.S.A 2C:21-6H
One count of 4th Degree Credit Card Theft in violation of 2C:21-6C(2)
One count of 4th Degree Prohibited Weapons and Devices in violation of N.J.S.A 2C:39-3H
One count of 4th Degree Unlawful Possession of a Weapon in violation of N.J.S.A 2C:39-5D
One count of 4th Degree Certain Persons not to have Weapons in violation of N.J.S.A 2C:39-7A
One count of 4th Degree Resisting Arrest in violation of N.J.S.A 2C:29-2A(2)
Five counts of Disorderly Persons Possessing Burglar’s Tools in violation of N.J.S.A 2C:5-5A(1)
Seven counts of Disorderly Persons Theft by Unlawful Taking in violation of N.J.S.A 2C:20-3A
Stanley was processed and lodged in Ocean County Jail with a criminal complaint warrant to appear in Ocean County Superior Court. Patrolman Theodore Caporrino was the arresting officer assisted by Detective Zac Halliday, Patrolman Nicholas Racanelli, and SRO Albert Haldenwang.

Target Shoplifting Arrest
Stafford Township, NJ – On December 8, 2025, at approximately 9 PM, Ariela Reed (32 years old of Holly Road, West Creek, NJ) was placed under arrest for stealing approximately $302 of merchandise from Target located at 209 Stafford Park Blvd in Manahawkin. Reed was transported to police headquarters, charged with Shoplifting 2C:20-11, and released with a criminal complaint summons to appear in Ocean County Superior Court. Officer Gordon vonSchmidt was the arresting officer.

Holiday Wonderland & Christmas Market
It's almost time!
Stafford Recreation’s fifth annual Holiday Wonderland & Christmas Market will take place this weekend Saturday December 13th from 11 AM to 5 PM at Heritage Park, 49 W. Bay Avenue.
Dress warm and bring the whole family for a full day of shopping, food trucks, beer garden, fire pits, Santa and Mrs. Claus, and more to get you in the holiday spirit!
The Stafford Township Historical Society has decked the halls of the Old Stone Store and Manahawkin train station for the season. Be sure to come on in and get warmed up, see some Stafford history, purchase historical merchandise and historical Christmas ornaments. Don’t forget to pop in the train station for your chance to win the 2025 Lego Holiday Express Train!
We have once again teamed up with the Reynolds Family Foundation to bring you horse-drawn carriage rides through Manahawkin Lake Park from 1-5 pm. We've even added a second horse and carriage this year!
Carriage rides will board at the Manahawkin Lake Park pavilion. These rides are free of charge, however donations will be accepted for the Reynolds Family Foundation to help fund their mission of encouraging practical and caring solutions to local concerns. Be sure to stop by the hot cocoa bar on your way to warm your heart and thaw out any cold hands!
We encourage everyone attending to please plan ahead. There will be single side of the street parking rules in effect for the downtown areas.
Remember...a free shuttle bus service will operate for the duration of this event from the Stafford Township Municipal Complex at 260 E. Bay Avenue in Manahawkin. Park at Town Hall, hop aboard the shuttle and get dropped off for all of the market merriment! This service will operate from 11 AM to 5 PM and the shuttle will run continuously. The parking lots at the Oxycocus School and A. Paul King Park are also available, free of charge.

Neighbor Arrested For Shooting House With BB Gun
On November 28, 2025, at approximately 1 PM, the Stafford Township Police Department Detective Bureau assisted by the Stafford Township Police Department Drug Enforcement Unit executed the service of a Temporary Extreme Risk Protective Order (TERPO) and a search warrant at a residence in the Beach Haven West section of Stafford Township in connection with a two month long criminal mischief investigation, involving significant damage to a neighboring residence. The suspect, Mark W. Hazley (67 years old of Jane Drive), was placed under arrest on scene. During the execution of the search warrant, officers seized a shotgun, an air rifle, a large quantity of ammunition and metal BB pellets, and a firearms identification card. The investigation revealed that Hazley was firing the air rifle at a neighboring residence causing damage to the windows. He was charged with one count of 2nd Degree Possession of a Weapon for an Unlawful Purpose in violation of N.J.S.A 2C:39-4A(1) and five counts of 3rd Degree criminal mischief in violation of N.J.S.A 2C:17-3A(1). He was processed with a criminal complaint summons to appear in Ocean County Superior Court. Detective Zac Halliday was the arresting officer.

Suboxone Arrest By DEU
Stafford Township, NJ — On Thursday, December 4, 2025, at approximately 6:30 p.m., the Stafford Township Police Department’s Drug Enforcement Unit (DEU) arrested Andrew J. Albanese, a 54-year-old male from Cedar Lane in Eagleswood, NJ, following an interaction at the Cedar Run Apartments located on Route 9 in Manahawkin. Albanese had three active warrants for his arrest at the time of the encounter. During a search incident to the arrest, officers recovered a quantity of suspected Suboxone from his person.
As a result of the investigation, Albanese was charged with N.J.S.A. 2C:35-10a(1), possession of a Schedule III controlled dangerous substance without a prescription, a third-degree offense. After being processed at the Stafford Township Police Department, he was transported to the Ocean County Jail, where he was lodged pending further court proceedings.

Motor Vehicle Stop Results In Cocaine Charges
Stafford Township, NJ - On Wednesday, November 12th, 2025 at approximately 8:00 PM, the Stafford Township Police Drug Enforcement Unit (DEU) conducted a motor vehicle stop in the area of Route 9 and Sugarhill Road on 22-year-old Crystian Cerrato-Mejia (Main Street in Barnegat, NJ), and 22-year-old Alejandra Oyuela (Main Street in Barnegat, NJ). During the course of the motor vehicle stop, Detective Jackman Bush developed reasonable suspicion that Cerrato-Mejia and Oyuela were possessing a controlled dangerous substance inside the vehicle. As a result, Detective Zach Wiatrowski deployed his narcotic K-9 partner, Venus, to conduct an exterior sniff of the vehicle. As a result, K-9 Venus gave a positive indication for the presence of narcotics odor coming from within the vehicle. The vehicle was seized pending the application of a court authorized search warrant. Cerrato-Mejia and Oyuela were both released from the scene.
On Thursday, November 13th, 2025, the DEU applied for and was granted a court authorized search warrant for the vehicle. The DEU executed the court authorized search warrant and recovered a quantity of suspected cocaine.
Cerrato-Mejia and Oyuela were charged with 2C:35-10A(1) possession of cocaine (3rd degree crime) and 2C:33-2.1 wandering to obtain a controlled dangerous substance (disorderly persons offense). After being processed at Stafford Township Police Department, Cerrato-Mejia and Oyuela were issued on a complaint summons and released with a future court appearance scheduled at Ocean County Superior Court.

Stafford Township, NJ – On November 1, 2025, at approximately 8 PM, Regina M Tagland (46 years old of East 37th Street, Long Beach Township, NJ,) was placed under arrest for Attempted Burglary for attempting to enter a vehicle located on Atlantis Avenue in Manahawkin. Tagland was transported to police headquarters, charged with Attempted Burglary 2C:18-2A (1), and released with a criminal complaint summons to appear in Ocean County Superior Court. Officer Ryan Dugan was the arresting officer.

Stafford Tide Gauge Ribbon Cutting
Ribbon Cutting Celebration – Stafford Township Tide Gauge Project
Mayor Henken and the Stafford Township Council were proud to host a ribbon cutting ceremony for the Township’s first Tide Gauge installation - an exciting step forward in local resiliency efforts!
Despite the gray skies, representatives from Sustainable Jersey, Drexel University, and our dedicated project partners came out to commemorate this impactful milestone. This project, made possible through a $5,000 Sustainable Communities Grant from Atlantic City Electric and administered by Sustainable Jersey, with additional support generously provided by Manasquan Bank, reflects the power of collaboration in preparing our community for a more resilient future.
Installation was led by researchers Dr. Montalto and Dr. Shakya from Drexel University, with hands-on collaboration from local student professionals from Marine Academy of Technology & Environmental Science (MATES), as well as Stafford Township's dedicated Department of Public Works employees. The New Jersey Coastal Coalition also provided technical assistance, further underscoring the regional commitment to shared environmental goals.
💡 Why it Matters: This tide gauge, installed in the Beach Haven West section of town, provides real-time data on tidal fluctuations, helping us better understand flood risks, storm surges, and other climate issues. The information will be used to inform future planning and emergency management strategies.
💬 As Mayor Henken said, “Without grants like this, we would not be able to do more for the community, as we have done. We look forward to using this data to inform future projects and grants that we apply for.”
🌿 This project is just one of many sustainability initiatives led by the Stafford Township Green Team, including our Green Fair, cleanups, composting workshops, and our Mayor’s Wellness Campaign.

Fentanyl/Crack/Cocaine Distribution Arrest
Stafford Township, NJ - On Thursday, October 23rd, 2025, at approximately 5 PM, the Stafford Township Police Drug Enforcement Unit (DEU) conducted a pedestrian stop on 36-year-old Michael Perrottet of West Industrial Boulevard in Bridgeton, New Jersey, as he exited the 559 Transit Bus in the area of Route 9 and McKinley Avenue. Prior to the pedestrian stop, the DEU developed probable cause that Perrottet was possessing fentanyl and crack/cocaine and a search of Perrottet’s person confirmed this.
Ultimately, Perrottet was charged with 2C:35-5B(3) Possession With The Intent To Distribute Less Than ½ Ounce Of Crack/Cocaine, 2C:35-5B(5) Possession With The Intent To Distribute Less Than ½ Ounce Of Fentanyl, 2C:35-10A(1) Possession Of Crack/Cocaine, 2C:35-10A(1) Possession Of Fentanyl, 2C:5-2A(1) Conspiracy To Distribute Crack/Cocaine (4th degree crime), and 2C:5-2A(1) Conspiracy To Distribute Fentanyl.
After being processed at Stafford Township Police Department, Perrottet was transported to Ocean County Jail awaiting a detention hearing by the Ocean County Superior Court.

Arrest In $400 Shoplifting From Target
Stafford Township, NJ – On October 16, 2025, at approximately 7 PM, Catherine A. Macovoy (47 years old of Cypress Lane in Barnegat, NJ) was placed under arrest for stealing approximately $400 of merchandise from Target located at 209 Stafford Park Boulevard in Manahawkin. Macovoy was transported to police headquarters, charged with Shoplifting 2C:20-11, and released with a criminal complaint summons to appear in Ocean County Superior Court. Officer Michael Wade was the arresting officer.

NY Residents Arrested With Over $10k In Shoplifted Merchandise
Stafford Township, NJ – On October 16, 2025, at approximately 5:25 PM, Arnol Gomez Vasquez (21 years old of 61st Street, Brooklyn, NY), Owen Quintero Ortiz (19 years old of Jamaica Avenue, Brooklyn, NY) and a male juvenile of Brooklyn, NY were placed under arrest for stealing approximately $1,250.00 of merchandise from Dick’s Sporting Goods located at 223 Stafford Park Boulevard in Manahawkin. During the course of a follow-up investigation, it was determined that the suspects were also in possession of assorted clothing and cosmetics that were stolen from various stores in Wall Township, NJ, Toms River, NJ and Manahawkin, NJ. In total, approximately $9,000.00 of assorted clothing and cosmetics were seized. The suspects was transported to police headquarters, processed and released with a criminal complaint summons to appear in Ocean County Superior Court. Officer Sean O’Rourke was the arresting officer assisted by Detective Zac Halliday.
