Drug Distribution Arrests Resulting From DEU Search Warrant

Stafford Township, NJ - On Monday, July 21st, 2025 at approximately 7 PM, the Stafford Township Drug Enforcement Unit (DEU) concluded a narcotics investigation, which led to the arrest of 52 year old Carlos A. Martinez of Cluster Street in Philadelphia and 31 year old Madeline Larosa of Cluster Street in Philadelphia. Prior to Martinez’s and Larosa’s arrest the investigation led to the issuance of a vehicle search warrant and a person search warrant of Carlos A. Martinez. 

As a result of the search warrant executions conducted near Cook Road in Manahawkin, Martinez was found to be possession of crack/cocaine. Martinez’s vehicle was also seized pending forfeiture. 

While on scene, it was also learned that Larosa had four different active outstanding warrants out of East Brunswick Municipal Court, South Brunswick Municipal Court, Cherry Hill Township Municipal Court, and Piscataway Township Municipal Court. Search incident to arrest of Larosa revealed possession of crack/cocaine, possession of heroin, and possession of drug paraphernalia. 

Ultimately, Martinez was charged with 2C:35-7.1A possession/distribution of a controlled dangerous substance within 500 feet of certain public property (2nd degree crime), 2C:35-5b(2) possession with intent to distribute crack/cocaine (2nd degree crime), 2C:35-10a(1) possession of crack/cocaine (3rd degree crime), and 2C:35-7A possession/distribution of a controlled dangerous substance within 1,000 feet of a school zone (3rd degree crime). 

Larosa was charged with 2C:35-7.1A possession/distribution of a controlled dangerous substance within 500 feet of certain public property (2nd degree crime), 2C:35-10a(1) possession of crack/cocaine (3rd degree crime), 2C:35-10a(1) possession of heroin (3rd degree crime), 2C:35-7A possession/distribution of a controlled dangerous substance within 1,000 feet of a school zone (3rd degree crime), and 2C:36-2A possession of drug paraphernalia (disorderly persons offense). 

After being processed at Stafford Township Police Department, Martinez and Larosa were transported to Ocean County Jail awaiting a detention hearing by the Ocean County Superior Court. 

As a reminder, the Stafford Township Police Department does not release arrest photos of the defendants.  All individuals are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
