DEU Crack Cocaine/Shoplifting Arrest

Stafford Township, NJ - On Thursday, January 8th, 2026, at approximately 3:00 PM, the Stafford Township Drug Enforcement Unit (DEU) began surveillance at the Walmart located at 525 Route 72 West in Manahawkin on a known shoplifter, 40-year-old Jacquelyn M. Best of Harvest Way in Toms River. During surveillance, Detectives observed Best conceal items in a reusable bag and attempt to return an item she did not purchase. Walmart denied the return, and Best left without paying for the items concealed in her bag. Best then entered a vehicle waiting for her in the parking lot.

Best’s getaway vehicle was located and stopped in the Aldi’s parking lot. The driver of the getaway vehicle was identified as 54-year-old William J. Andujar of Buckskin Court in Whiting. Best was arrested for shoplifting approximately $210 worth of merchandise from Walmart. In addition, Best was charged with Shoplifting/Concealing 2C:20-11B(2), Hindering 2C:29-3B(4), Possession of a Controlled Dangerous Substance 2C:35-10A(1), Possession of Drug Paraphernalia 2C:36-2A, and Failure to make a lawful disposition 2C:35-10C.

A subsequent search of the vehicle revealed additional crack cocaine.

Ultimately, Andujar was charged with 2C:20-11B(1) Shoplifting, Conspiracy to Commit Shoplifting 2C:5-2A(1), Possession of a Controlled Dangerous Substance 2C:35-10A(1), Possession of Drug Paraphernalia 2C:36-2A, and Failure to Make a Lawful Disposition 2C:35-10C.

After being processed at the Stafford Township Police Department, Best and Andujar were transported to the Ocean County Jail.
