  • Sure.  Currently, in Stafford Township there is no ordinance to restrict ‘Low Speed Vehicles (LSV)’. 

    However, there are State restrictions to operate a golf cart (LSV).  Here are some bullet points to at least address the basic questions we have been receiving:

    • You may not drive LSVs on roadways with speed limits that exceed 25 mph. Roadway does include the shoulder.
    • A LSV is a four-wheeled vehicle with an attainable speed of more than 20 miles per hour, but no more than 25 miles per hour on a paved surface. It cannot be powered by gas or diesel fuel and must comply with federal safety standards as noted in 49 CFR 571.500.
    • Child restraints in LSVs must meet the same standards as those used in passenger vehicles.
    • You must have a valid driver’s license to operate a LSV.
    • A LSV may be registered in the name of an individual, business or government entity, but may not be used as a commercial vehicle.
    • You are subject to the same violations as other vehicles.
    • All LSVs shall have a safety information decal provided by the manufacturer on the rear of the vehicle.
    • If you have only one license plate, you must put it on the rear of the vehicle.
    • LSVs must meet Federal and State requirements. (Make sure you read these.)

    39:4-10.1 - Bicycle helmets, requirements.

    1. a. A person under 17 years of age shall not operate, or ride upon a bicycle as a passenger, unless that person is wearing a properly fitted and fastened bicycle helmet which meets the standards of the American National Standards Institute (ANSI Z90.4 bicycle helmet standard) or the Snell Memorial Foundation's 1990 Standard for Protective Headgear forUse in Bicycling.

     This requirement shall apply to a person who rides upon a bicycle while in a restraining seat which is attached to the bicycle or in a trailer towed by the bicycle. Rider under 17 shall receive a warning and the parent or Guardian may be issued a summons for the offense.

  • Pothole Damage Claims


    To file a pothole damage claim, please contact the Department of Treasury's Office of Risk Management at 609-292-4347 from 8:30 a.m. to 4:30 p.m. Potholes should still be reported using the online form provided so NJDOT can make the necessary repairs.


    Please complete this Pot Hole Reporting Form to the best of your ability and NJDOT will take it from there.

  • No.  Riders under 15 are not permitted to operate motor assisted electric bicycles on public roadways.

  • No.  E-bikes capable of speeds over 28MPH are not legal for roadway use regardless of registration.

  • Only if the e-bike is designed and equipped for multiple riders.  Riding on pegs or handlebars is not permitted.

  • During the grade period, enforcement emphasis is education and voluntary compliance.  Unsafe behavior will still be addressed accordingly.
